Malay *penghulu* compounds *peng-* (a prefix marking a person who performs an action) and *hulu* (upriver, the source, the head). In Malay conceptual geography, the interior — upriver — was the origin of power, purity, and authority, as opposed to the coast and the sea which were sites of commerce and mixture. The *penghulu* was the person oriented toward that source, the one who faced upstream. The word is structurally parallel to English *headman* but the directional metaphor is different: English heads the hierarchy vertically; Malay faces it toward its origin.
In traditional Malay political organization the penghulu occupied an intermediate position: below the *Raja* (king) or *Sultan* but above the ordinary villagers (*rakyat*). The penghulu administered local disputes, collected taxes, organized communal labor for public works, and represented the village to higher authority. The position was often hereditary within a founding family but could also be held through demonstrated competence and community trust.
British colonial administration in the Malay Peninsula institutionalized the penghulu into a salaried local government position. The Federated Malay States from the 1890s onward used penghulu as the lowest rung of the colonial administrative ladder: paid a small salary, responsible for a specific area, expected to collect census data and report unusual activities to district officers. This institutionalization preserved the title while changing its nature — a chosen community leader became a paid government employee.
Post-independence Malaysia retained the penghulu system, reformed and integrated into the administrative structure of *mukim* (sub-district) governance. The penghulu today is an appointed official rather than an elected one, with specific administrative duties under the District Office. In rural Malay communities the role still carries traditional prestige; in urban contexts the equivalent function has largely been absorbed by local government. The word remains active, but the directional metaphor — facing upstream toward the source of authority — has reversed: the modern penghulu faces down from the government above.
