Authority was not force. It was credibility.
The Romans distinguished auctōritās from potestās (power, legal authority) and imperium (the right to command). The Senate had auctōritās — moral weight, the right to advise. The magistrates had potestās and imperium — the legal right to act. The distinction mattered: auctōritās was earned, potestās was granted, imperium was constitutional. A senator's authority came from who he was. A consul's power came from his office.
