“The supreme authority of a state — sovereignty — is etymologically the quality of being above: souverain in Old French is 'the one over,' from Latin super (above). The sovereign is simply the one on top.”
Old French souverain — supreme, paramount — comes from Latin superanus, from super (above). The sovereign was literally the person above all others in a given territory. The development of the sovereignty concept in political philosophy gave the word tremendous weight — but the root is uncompromisingly simple: sovereignty is above-ness, the quality of having no authority above you.
Jean Bodin (1530-1596) provided the first systematic theory of sovereignty in his Les Six Livres de la République (1576). For Bodin, sovereignty was absolute, permanent, and indivisible — the sovereign's power could not be shared, limited, or divided without ceasing to be sovereignty. Bodin was writing during the French Wars of Religion, and his absolutist theory was a practical response to the chaos of contested power.
Thomas Hobbes (1651) famously argued in Leviathan that sovereignty was the necessary price of peace — individuals surrendered their natural freedom to an absolute sovereign in exchange for protection. Hobbes's sovereign could be a monarch or an assembly, but the sovereignty itself must be undivided. The Latin super (above) was given its most extreme philosophical form.
Contemporary international law distinguishes state sovereignty (the right of states to govern themselves without external interference) from popular sovereignty (the principle that political authority derives from the people). The two concepts are in permanent tension: state sovereignty protects governments from intervention; popular sovereignty potentially legitimizes it when governments oppress their own people.

Sovereignty is the concept of final authority — the claim that there is one place, one body, where power stops and is not accountable to anything higher. The Latin super that underlies it is honest: it just means on top. The philosophical weight of centuries of theory about the social contract and the limits of power all rests on the simple claim of being above.
The tension between state sovereignty and human rights is the defining conflict of contemporary international law. The state that is above all others within its borders claims sovereignty; the human within that state sometimes requires external intervention to protect them from it. The one above and the person below — the basic geometry has not changed since Bodin.
